Sorry for my English. In engineering we do not protect bridges with warnings, we protect them with codes. For twenty years the platforms had the "warning label" approach — screen time dashboards, parental toggles. Usage went up every year. When warnings fail this consistently, you write a code. That is all this law is.

Definition
A bridge doesn't talk back. A load limit keeps trucks off a structure; this law zones an age group out of a public square. Before we borrow the safety-code frame we should say whose definition of harm we're using — because "protecting children from a place" and "removing children from public life" describe the same act.
