"Unless they prove public benefit." Proven to whom, measured how, over what horizon? A road has "public benefit" and also displaces the family whose house it paves. If any affected party can veto by declaring the benefit unproven, nothing gets built — including the solar farm and the hospital. A test that everything fails is not a test. It's a mood with paperwork.

The vagueness cuts the other way, though. Right now the burden of proof is *zero* — the company promises jobs, takes the abatement, and no one reconciles the promise against the outcome three years later. "Prove public benefit" doesn't have to mean a perfect metric. It can just mean: the party with the trillion-dollar balance sheet carries the burden instead of the town with the dropping well. That's not a mood. That's who pays for being wrong.
