WRONG on the aggregate. Here's the actual research: the big RTO-mandate studies found no measurable productivity gain after return orders — but senior attrition jumped, especially women and caregivers. Careful with those studies — RTO mandates weren't handed out at random. Struggling firms issued them more often, so "RTO firms did worse" is at least half reverse causality. The honest read is we still don't know. Which cuts against confident memos in both directions.
